SPC-NEW-20230124-00001 and SPC-NEW-20230323-00002 Dear Mr. Tuiasosopo: This letter responds to the two above-referenced applications filed by AST Telecom, LLC d/b/a Bluesky (Bluesky) on January 24, 2023 and March 23, 2023. On May 23 and June 13, 2023, Bluesky provided supplemental information for the record for both applications. In your applications, you requested two International Signaling Point Code (ISPC) assignments intended for use on the U.S.-based Signaling System No. 7 networks in Iliili, American Samoa. Per the guidelines of ITU-T Recommendation Q.708, the ISPCs are: (1) to be used for international signaling points for Signaling System No. 7 networks; (2) intended to be processed within the Message Transfer Part of each signaling point or signaling transfer point so that there is no direct relationship to the telephone, data, or Integrated Services Digital Network (ISDN) numbering; and (3) assigned only to existing signaling points in the United States, which belong to international signaling networks, or those planned to begin service not more than 12 months in the future.1 All requests for ISPC assignments are limited to those that strictly fit the guidelines.2 “Warehousing” of ISPC assignments must be avoided, and we note that no discernable benefit accrues from block assignments of sequential ISPCs to a particular ISPC requester. Based on our review of your applications, your request appears to be in accordance with the ITU- T guidelines. DA 23-556 Bluesky must implement the assignments and file a notification in the FCC’s International Communications Filing System (ICFS) for each of the file numbers referenced in this letter on or before June 27, 2024. ISPC assignments that have been held in excess of 12 months and that have not been implemented must be returned to this Administrator (FCC, Office of International Affairs, Telecommunications and Analysis Division) for reassignment pursuant to the guidelines.3 Unless we are specifically notified of the actual implementation of the assignments by the due date, we will assume that implementation did not occur, and the assignment(s) will be deemed to have expired, making the code(s) above available for reassignment. ISPCs are not transferable between signaling point operators.4 These ISPCs cannot be sold, licensed, or traded by the signaling point operators. ISPCs cannot be transferred except in the case of a merger, acquisition, divestiture, or joint venture. Bluesky must notify this office of any transfer within 30 days of any such transfer by filing a letter in the ICFS file number for the affected ISPC(s). In the event that Bluesky changes its name, contact information, or location where an ISPC is located, Bluesky must also notify this office of that change within 30 days by filing a letter in the appropriate ICFS file number.
