Federal Communications Commission DA 22-__ DA 23-600 Released: July 12, 2023 MEDIA BUREAU ANNOUNCES TRANSITION OF ADDITIONAL FILINGS TO LICENSING AND MANAGEMENT SYSTEM The Media Bureau is pleased to announce the completion of the transition of Media Bureau filings and electronic records from the Consolidated Database System (CDBS) to the Licensing and Management System (LMS). Commencing July 26, 2023, the public must submit through LMS the following filings that were previously submitted using CDBS or a paper form: • Application for Construction Permit for AM Broadcast Station • Application for AM Broadcast Station License • Application for Direct Measurement of AM Broadcast Station • AM Engineering Special Temporary Authorization (STA) • Extension of AM Engineering STA • Application for Construction Permit for New Class D Noncommercial Educational FM Broadcast Station New Class D FM applications may only be filed for stations in the state of Alaska. New Class D stations are not permitted in any other location. • Application for Construction Permit for New Low Power FM Station • Equipment Test Authority Notification • Program Test Authority Notification • Restoration of Licensed Operation Additional information about the LMS system and all filings LMS currently supports can be found at the Media Bureau’s LMS Help Center at https://www.fcc.gov/media/radio/lms-help-center. In a January 11, 2022 Public Notice, See Media Bureau Announces New Procedures for All Filings Currently Submitted in the Consolidated Database System (CDBS), Public Notice, DA 22-29 (MB Jan. 11, 2022). the Media Bureau announced that CDBS would no longer accept new filings and established a temporary system for email submission of certain filings that could not be submitted using LMS at that time. Effective July 26, 2023, the public must use LMS to submit those filings, and the Media Bureau will terminate the audiofilings@fcc.gov email account. The Media Bureau will dismiss as procedurally defective any filings submitted via email or otherwise submitted outside LMS. We note that the LMS system does not list filings using schedule numbers. Rather, filings are identified by their purpose, such as “Minor Modification of Construction Permit.” The public should consult the Audio Division’s LMS Help Center, https://www.fcc.gov/media/radio/lms-help-center, which includes detailed information about how to select the proper filing in LMS. LMS procedures. Applicants may log into the LMS system at: https://enterpriseefiling.fcc.gov/dataentry/login.html. Applicants must log into LMS using an FCC Registration Number (FRN) and associated FRN password. Unlike the CDBS system, all filings in LMS are tied to a facility’s FRN. LMS Public Search. Effective July 25, 2023, all pertinent information from CDBS will have been transferred to LMS and will be accessible using LMS. Persons seeking information regarding broadcast applications filed in CDBS or LMS should search LMS. However, CDBS records will remain available to the public for a limited period of time. The public is encouraged to contact the Audio Division if records from CDBS do not appear in LMS.
