By this Order, the Chief of the Office of Engineering and Technology (OET) grants the request for extension of time filed by CVC Testing Technology (Shenzhen) Co., Ltd (CVC Shenzhen or Company), which originally requested a 30-day extension of time, until December 28, 2026, to respond to the Order instituting proceeding to withdraw recognition as an accredited test laboratory in the above-captioned proceeding. OET finds that a brief extension of time is warranted as explained herein. II. DISCUSSION 2. On October 24, 2005 the Commission released on Order instituting a proceeding to withdraw recognition of CVC Shenzhen as an accredited test laboratory pursuant to section 302(e) of the Communications Act of 1934, as amended (the Act), and sections 2.951(d) and (e) of the Commission’s rules. Oct. 24, 2025). CVC Shenzhen timely filed a response on November 28, 2025 requesting a 30-day extension of time and citing challenges accessing critical resources, including the FCC’s website, needed to respond due to the U.S. government shutdown. As a result of the lapse of federal government funding, the Commission suspended most operations from October 1, 2025, through November 12, 2025. See Public Notice, Impact of Potential Lapse in Funding on Commission Operations, DA 25-922 (rel. Sept. 30, 2025). Many of the Commission’s regular services were unavailable or unsupported due to the lapse in appropriations, and certain electronic filing and database systems were similarly unavailable during this time. Accordingly, we grant CVC Shenzhen's request for a 30-day extension of time. We further order CVC Shenzhen to file a response within 7 calendar days from the date of this Order demonstrating why the Commission should not withdraw its recognition as an accredited test laboratory. As set forth in section 1.46 of the Commission’s rules, 47 CFR § 1.46. the Commission does not routinely grant extensions of time. In this case, however, now that all Commission resources are operating as normal, we grant CVC Shenzhen an extension of 82 days, which includes the 30 days in CVC Shenzhen’s original request and an additional 52 days beyond that request to account for irregularities in the Commission’s electronic filing and database systems during the lapse of federal funding. We therefore grant CVC Shenzhen’s extension request until February 18, 2026. III. ORDERING CLAUSES 5. Accordingly, IT IS ORDERED, pursuant to section 4(i)-(j) of the Communications Act of 1934, as amended, 47 U.S.C. § 154(i)-(j), and sections 0.204, 0.392, and 1.46 of the Commission’s rules, 47 CFR §§ 0.204, 0.392, 1.46, the request for extension of time is GRANTED. 6. IT IS FURTHER ORDERED that a copy of this Order shall be sent by email to qt@cvc.org.cn and sam.tung@cvc.org.cn on the release date of this Order and also that a copy shall be sent by first class mail and certified mail, return receipt requested, to Lai Wenjing, c/o Dong Sanbi, Vice General Manager, CVC Testing Technology (Shenzhen) Co., Ltd., No. 1301, Guanguang Road, Xinlan Community, Guanlan Street, Shenzhen, People’s Republic of China, 518110. 7.
