Federal Communications Commission DA 26-241 DA 26-241 Released: March 13, 2026 OFFICE OF ECONOMICS AND ANALYTICS RELEASES RESULTS FROM SUPPLY CHAIN ANNUAL REPORTS FOR 2024 WC Docket No. 18-89 By this Public Notice, the Office of Economics and Analytics (OEA) releases updated, public results from the Supply Chain Annual Report filings. Section 5 of the Secure and Trusted Communications Networks Act of 2019 directed the Commission to require providers of advanced communications service to report and certify annually whether the provider purchased, rented, leased, or otherwise obtained any covered communications equipment or service on the list of covered communications equipment and services (Covered List). Secure and Trusted Communications Networks Act of 2019, Pub. L. No. 116-124, 133 Stat. 158 (2020) (codified as amended at 47 U.S.C. §§ 1601–1609) (Secure Networks Act). The current Covered List is available at https://www.fcc.gov/supplychain/coveredlist. Specifically, for equipment or services placed on the initial Covered List, providers must report covered equipment or services obtained on or after August 14, 2018. If the Commission subsequently adds equipment or services to the Covered List, filers must report any equipment or services obtained 60 days or more after the date they are added to the list. If a provider cannot certify that it has no covered communications equipment or services, it must provide information regarding the locations, types, suppliers, historic and replacement cost, functionality, replacement plans, and a detailed justification of why such equipment was obtained. In the 2020 Supply Chain Order, the Commission adopted the reporting requirement for providers of advanced communications service and codified it in 47 CFR § 1.50007. See Protecting Against National Security Threats to the Communications Supply Chain Through FCC Programs, WC Docket No. 18-89, Second Report and Order, 35 FCC Rcd 14284, 14369, para. 212 (2020) (2020 Supply Chain Order); 47 CFR § 1.50007. The Commission defined “advanced communications service” as high-speed, switched, broadband telecommunications capability that enables users to originate and receive high-quality voice, data, graphics, and video telecommunications using any technology with connection speeds of at least 200 kbps in either direction. 47 CFR § 1.50001(a). Consistent with the Commission’s directive to “release to the public a list of providers that have reported covered equipment or services in their networks,” 2020 Supply Chain Order, 35 FCC Rcd at 14369, para. 214. attached are lists of such providers for the 2024 Supply Chain Annual Reports. To the extent we receive further information pertaining to these annual reports following this Public Notice, we may publicly release an update to this list with any similarly situated providers added. Entities identified on previous versions of the list that are not on the subsequent list have since certified that they no longer possess covered equipment or services subject to the annual reporting requirement. Further information related to these reports remains presumptively confidential. Id. at 14369-70, para. 214.
