Xie, He, and Zhou: On March 26, 2024, Digitalsystem Technology Inc (Digitalsystem) filed an application requesting global or limited global facilities-based and resale authority pursuant to section 214 of the Communications Act of 1934, as amended.1 On April 2, 2026, the National Telecommunications and Information Administration (NTIA), on behalf of the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (Committee), filed a recommendation that the Commission deny the application.2 The Committee3 contends that the application should be denied because it presents risks to the national security and law enforcement interests of the United States that cannot be adequately mitigated.4 1 47 U.S.C. § 214; 47 CFR § 63.18. 2 Recommendation of the Committee for the Assessment of Foreign Participation in the U.S. Telecommunications Services Sector to Deny the Application, File No. ITC-214-20240326-00054, at 1 (filed Apr. 2, 2026) (Committee Recommendation).
