ET DOCKET NO. 26-22 By this Public Notice, the Office of Engineering and Technology (OET) offers an opportunity for comment on a recent ex parte filing by SZ DJI Technology Co., LTD. (DJI), by August 28, 2026. On January 21, 2026, DJI submitted a Petition for Reconsideration (Petition) of the Public Safety and Homeland Security Bureau’s modification of the Covered List “to include all of DJI’s communications and video surveillance equipment and services.” Petition for Reconsideration by SZ DJI Technology Co., Ltd., WC Docket No. 18-89, ET Docket No. 21-232, EA Docket No. 21-233, at 1 (filed Jan. 21, 2026), https://www.fcc.gov/ecfs/document/1012210243026/1. In a March 6, 2026, Public Notice, OET “designate[d] these proceedings as ‘permit-but-disclose’ proceedings in accordance with the Commission’s ex parte rules.” Procedures and Other Requirements Regarding Petition for Reconsideration Filed by SZ DJI Technology Co., Ltd. and Application for Review Filed by Autel Robotics Co., Ltd., ET Docket Nos. 26-22 and 26-23, Public Notice, DA 26-223, at 3 (OET Mar. 6, 2026). The Public Notice set the deadline for oppositions as April 6, 2026, and set the deadline for replies to oppositions as May 11, 2026. Id. The Commission’s rules require that in permit-but-disclose proceedings “all written ex parte presentations and all summaries of oral ex parte presentations must be filed no later than two business days after the presentation.” 47 CFR § 1.1206(b)(2)(iii). In addition, “[d]ocuments shown or given to Commission staff during ex parte meetings are deemed to be written ex parte presentations and, accordingly, must be filed” within two business days. Id. § 1.1206(b)(2). On May 19, 2026, DJI met with Adam Chan, Senior National Security Counsel to Chairman Brendan Carr, and Scott Noveck, Counsel, Appellate Litigation, Office of General Counsel (OGC), to discuss a report on two of DJI’s drone systems and their controllers and applications (DJI Security Assessment) and argue that their equipment should not be on the Covered List.
