Federal Communications Commission DA 26-593 DA 26-593 Released: June 16, 2026 EXTENSION OF CONDITIONAL CERTIFICATION OF GLOBAL CAPTION, INC., TO PROVIDE INTERNET PROTOCOL CAPTIONED TELEPHONE SERVICE CG Docket No. 03-123 By the Chief, Consumer and Governmental Affairs Bureau: By this Public Notice, the Consumer and Governmental Affairs Bureau (Bureau) extends for one year, through June 16, 2027, the conditional certification for Global Caption, Inc., to provide Internet Protocol Captioned Telephone Service (IP CTS) in carceral facilities supported by the Interstate Telecommunications Relay Services (TRS) Fund. See Structure and Practices of the Video Relay Service Program, CG Docket No. 10-51, Second Report and Order and Order, 26 FCC Rcd 10898, 10914-15, para. 37 (2011) (authorizing conditional certification for providers of TRS). IP CTS “permits an individual who can speak but who has difficulty hearing over the telephone to use a telephone and an [IP]-enabled device via the internet to simultaneously listen to the other party and read captions of what the other party is saying.” 47 CFR § 64.601(a)(26) (definition of IP CTS). On January 4, 2024, the Bureau granted Global Caption conditional certification to provide IP CTS in carceral facilities for a period of two years, through January 5, 2026, See Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities, CG Docket No. 03-123, Order, 39 FCC Rcd 82 (CGB 2024). which has been extended through June 18, 2026. See Extension of Conditional Certifications of Global Caption, Inc., and Nagish, Inc., to Provide Internet Protocol Captioned Telephone Service, CG Docket No. 03-123, Public Notice, 40 FCC Rcd 10188 (CGB 2025). Subsequently, Global Caption sought to expand the scope of its authorization to provide IP CTS by amending its application for certification to provide service to all eligible consumers. See Global Caption, Inc., Internet-Based Certification Application Amendment, CG Docket No. 03-123 (filed Aug. 1, 2025), https://www.fcc.gov/ecfs/search/search-filings/filing/10801139420155 (Amendment). Global Caption also sought to extend its current conditional certification. See Global Caption, Inc., Internet-Based TRS Certification Motion for Extension of Conditional Certification, CG Docket No. 03-123 (filed Dec. 5, 2025), https://www.fcc.gov/ecfs/search/search-filings/filing/12051970606412 (Motion for Extension). On November 18, 2025, the Bureau released a Public Notice seeking comment on Global Caption’s application for certification to provide IP CTS to all eligible consumers. See Comment Sought on Amendment to Application of Global Caption, Inc., for Certification as a Provider of IP Captioned Telephone Service, CG Docket No. 03-123, Public Notice, 40 FCC Rcd 8779 (CGB 2025). No comments were filed. The Bureau finds that additional time is necessary to complete its consideration of Global Caption’s application for certification to provide IP CTS in carceral facilities and to all eligible consumers. To ensure uninterrupted service to consumers in carceral facilities while the Bureau completes its review of these applications, Global Caption’s current conditional certification is extended for one year through June 16, 2027. This extension, which is without prejudice to the Commission’s final determination on Global Caption’s application and Amendment, is effective upon release of this Public Notice. In granting this one-year extension, we grant in part Global Caption’s motion for extension of its conditional certification for service to carceral facilities, finding a one-year extension to be sufficient while we consider its application and Amendment. In its Motion, Global Caption seeks an extension of conditional certification until either (1) the granting of its amendment to its conditional certification to provide IP CTS to all eligible users, or (2) an extension of its conditional authorization to provide IP CTS to carceral facilities for an additional three years pending further action on its amended application, or action granting full certification to provide IP CTS, whichever occurred first.
