Federal Communications Commission DA 26-594 DA 26-594 Released: June 16, 2026 OFFICE OF ENGINEERING AND TECHNOLOGY SEEKS COMMENT ON GOODYEAR’S REQUEST FOR WAIVER OF SECTION 15.231(E) OF THE COMMISSION’S RULES FOR INTENTIONAL RADIATORS ET Docket No. 26-153 Comment Date: July 16, 2026 Reply Comment Date: July 31, 2026 By this Public Notice, we seek comment on a request by the Goodyear Tire and Rubber Company (Goodyear) to waive Section 15.231(e) of our rules to obtain a grant of equipment authorization for future deployments of its tire mounted sensor system (TMS) operating on an unlicensed basis under part 15 of the Commission’s rules in the 433 MHz band. The Goodyear Tire and Rubber Company, Request for a Waiver of Section 15.231(e) of the Commission’s Rules to Enable Advances in Tire Monitoring and Measurement System Technology (Goodyear Waiver Request), filed May 4, 2026. This filing supersedes Goodyear’s request from Oct. 28, 2025 that was posted in the FCC’s Electronic Comment Filing System on Nov. 13, 2025. See id. at 1 n.1. Goodyear’s TMS, which it calls “SightLine,” is designed to measure the tire pressure, tri-axial acceleration, temperature, load, wear, and friction potential. According to Goodyear, a sensor located within the wheel and affixed to the inner liner of the tire cavity collects tire data and transmits it to a controller via a 433 MHz signal in short frequency bursts. See Goodyear Waiver Request at 1, 2 n.3. See also Friction Estimation at 4 (depicting, in Picture 4, the SightLine TMS sensor directly embedded in the inner wall of the tire itself). The electronic control unit then wirelessly receives this information and integrates it with inputs from vehicle chassis sensors. See Friction Estimation at 4-5. Special software in the control unit then processes the data received and shows the data and any vehicle safety alerts on a display on the instrument panel. Picture 10 in this document depicts tire safety data displayed via real-time determination of the tire’s peak grip potential displayed on the vehicle dashboard. Id. at 11. Section 15.231 governs the periodic operation of intentional radiators in the band 40.66-40.70 MHz and above 70 MHz. 47 CFR § 15.231. Devices operating under the provisions of section 15.231(e) must incorporate a means for automatically limiting operation so that the duration of each transmission shall not be greater than one second and the silent period between transmissions shall be at least 30 times the duration of the transmission but in no case less than 10 seconds. 47 CFR § 15.231(e). Goodyear requests a waiver of the periodic timing requirement of section 15.231(e) that establishes provisions for the timing of and the duration of each transmission. Goodyear explains that its system requires a short period of frequent transmissions at initialization to collect enough data for accurate tire status and atmospheric conditions. Goodyear Waiver Request at 1, 4. It claims that without the complete set of initial data the vehicle may not receive prompt warnings about critical tire, load, or operational issues. Id. at 5. Goodyear also asserts that the requested rule waiver would serve the public interest by enabling prompt detection of hazardous tire conditions and improving overall vehicle safety and performance. Id. at 9-10. We seek comment on Goodyear’s waiver request. To develop a complete record on the issues presented by this request, this proceeding will be treated, for ex parte purposes, as "permit-but-disclose" in accordance with Section 1.1200(a) of the Commission's rules, subject to the requirements under Section 1.1206(b). We have opened a new docket, ET Docket 26-153 to facilitate consideration of this request and moved Goodyear’s submission into this docket.
