DA 26-743 Released: July 17, 2026 OFFICE OF ENGINEERING AND TECHNOLOGY SEEKS COMMENT ON THE PETITION OF AISIN CORPORATION FOR WAIVER OF SECTIONS 15.519(A) AND 15.519(A)(2) OF THE COMMISSION’S RULES ET Docket No. 26-185 Comment Date: August 17, 2026 Reply Comment Date: August 31, 2026 By this public notice, we seek comment on a request by Aisin Corporation (Aisin) to waive Section 15.519(a) and 15.519(a)(2) of the Commission’s rules to permit Aisin to manufacture and market its ultra-wideband (UWB) enabled standalone field disturbance sensors (“UWB Motion Sensors”) that would operate in the 7.6-8.4 GHz band. Aisin Corporation Request for Waiver of Section 15.519(a) and 15.519(a)(2) of the Commission’s Rules, ET Docket No. 26-185 (filed Mar. 20, 2026) (Aisin Waiver Request). Aisin states that its UWB Motion Sensors will be installed inside the ceiling and at the bottom rear of automobiles to detect human gestures and motions within two feet of the vehicle using UWB ranging. Aisin Waiver Request at 2. The UWB Motion Sensor begins operating once it receives a start command from the host electronic control unit (ECU) when the vehicle is parked or stationary. During operation, the UWB Motion Sensor continues to receive reflected signals from its transmitted radio waves and detect human motion and biological signals. If a stop command is issued by the host ECU or a fault is detected, the UWB Motion Sensor ceases operation. Id. at 3. Section 15.519(a) of the Commission’s rules contains provisions for UWB devices that are relatively small and are primarily handheld while being operated and do not employ a fixed infrastructure, and Section 15.519(a)(2) prohibits the use of antennas mounted on outdoor structures or any fixed outdoor infrastructure. 47 CFR § 15.519(a) and (a)(2). Aisin discusses how its UWB Motion Sensor operates consistently with the rules for handheld devices based on its emission of very low power signals, and how its operations would not create large-scale communication systems that could cause harmful interference to authorized users. Aisin Waiver Request at 6. Aisin also claims that the horizontal orientation and beamwidth of an UWB Motion Sensor antenna further reduces the likelihood of harmful interference. Id. It further claims that grant of its waiver will enhance public safety by enabling reliable detection of infants left inside vehicles and mitigating the risk of serious injury or death, thus delivering substantial societal and safety benefits. Aisin Waiver Request at 7. We seek comment on Aisin’s Waiver Request. To develop a complete record on the issues presented by this request, this proceeding will be treated, for ex parte purposes, as "permit-but-disclose" in accordance with Section 1.1200(a) of the Commission's rules, subject to the requirements under Section 1.1206(b).
