WIRELINE COMPETITION BUREAU REMINDS RIP-AND-REPLACE 
PROGRAM RECIPIENTS OF THEIR SEPTEMBER 28, 2026 
STATUS UPDATE FILING OBLIGATION

The Wireline Competition Bureau (Bureau) reminds Recipients The Secure and Trusted Communications Networks Act of 2019, as amended, defines “recipient” as “any provider of advanced communications service the application of which for a reimbursement under the [Rip-and-Replace] Program has been approved by the Commission, regardless of whether the provider has received reimbursement funds.”  Secure and Trusted Communications Act of 2019, Pub. L. No. 116-124, 134 Stat. 158, § 9(11) (2019) (codified as amended at 47 U.S.C. § 1608(11)), as amended by Consolidated Appropriations Act, 2021, Pub. L. No. 116-260, § 901, 134 Stat. 1182 (2021); see also 47 CFR § 1.50001(h) (“The term ‘Reimbursement Program recipient’ or ‘recipient’ means an eligible advanced communications service provider that has requested via application and been approved for funding in the Reimbursement Program, regardless of whether the provider has received reimbursement funds.”).
 in the Secure and Trusted Communications Networks Reimbursement Program (Rip-and-Replace Program or Program) of their obligation to file status updates with the Federal Communications Commission every 90 days, beginning on the date on which the Bureau approved Recipients’ applications, until the recipient files its Final Certification. 47 CFR § 1.50004(k) (requiring Program recipients to “file a status update with the Commission 90 days after the date on which the Wireline Competition Bureau approves the recipient’s application for reimbursement and every 90 days thereafter, until the recipient has filed the final certification”).
  Recipients were required to file their last status update on or before June 29, 2026.   Accordingly, Recipients must file their next status update on or before September 28, 2026.   Recipients that have filed a Final Certification or updated Final Certification after the Bureau allocated additional funding in April 2025 WCB Announces Additional Funding for Rip-and-Replace Program, WC Docket No. 18-89, Public Notice, DA 25-342 (WCB 2025) (Further Funding Public Notice).
 are not required to continue filing status updates. 47 CFR § 1.50004(k) (Recipients must file status updates at the required intervals “until the recipient has filed a final certification”).  The Bureau has explained that if a recipient filed a Final Certification before receiving an allocation of further funding in 2025, the recipient must resume filing status updates until it files an updated Final Certification after that allocation. The status updates keep the Bureau apprised of Recipients’ progress toward meeting their obligations under the Rip-and-Replace Program.  As in its February 21, 2025 Public Notice, the Bureau reiterates the importance of removing insecure equipment and services from our nation’s networks under the Rip-and-Replace Program in a timely fashion.  Recipients should be able to move swiftly to complete their removal, replacement, and disposal (RRD) work within their set terms under the Secure and Trusted Communications Networks Act of 2019, as amended (Secure Networks Act), and Program rules. 

Priority 1 recipients that received an extension of their RRD deadline beyond May 8, 2026 are reminded that all of their future status updates, including those due by September 28, 2026, must (i) include a timeline and detailed description of actions they have undertaken to resolve the problems identified in their granted extension requests, (ii) confirm the date by which they plan to complete their RRD work, and (iii) if that expected date extends past the recipient’s RRD term, explain what additional steps they plan to take to further prioritize and expedite their progress. Recipients will submit status updates through the online portal,  https://fccprod.servicenowservices.com/scrp (Rip-and-Replace Program Online Portal) by completing FCC Form 5640 Part K: Status Updates.  Requests for confidential treatment must be submitted by filing a written request electronically in WC Docket No. 18-89 in the Commission’s Electronic Comment Filing System (ECFS), https://www.fcc.gov/ecfs.
