DA 92-32 Federal Communications Commission Record Before the Federal Communications Commission Washington, D.C. 20554 PUBLIC NOTICE Released: January 14, 1992 CITIZENS UTILITIES COMP ANY OF KINGMAN, ARIZONA PETITION FOR WAIVER OF SECTION 36.154(d) Public Comment Invited On June 19, 1991, Citizens Utilities Company of King­ man, Arizona (Citizens) filed a petition for waiver of Section 36.154(d) of the Commission's rules, to exempt Citizens from the need to adjust its 1991 Subscriber Plant Factor (SPF) to correct for its recently discovered erro­ neous calculation of 1989 and 1990 SPFs, Citizens states that it inadvertently misinterpreted the Commission's rules and calculated these SPFs without the offset for revenues recovered from the Universal Service Fund (USF). Citizens asserts that readjustment of its 1991 cal­ culation to compensate for this error would not be in the public interest. Also in the record is a November 1, 1991, letter submitted by the National Exchange Carrier Associ­ ation (NECA), providing further details on this matter. Interested parties should file comments regarding the Citizens petition no later than February 7, 1992. Reply comments should be filed no later than February 24, 1992.
