Domestic Facilities Division: 1. Loral Qualcomm Satellite Services. Inc. (Loral) has filed a Petition for Extension of Time in which to file replies and responses in the proceedings referenced above. The proceedings concern applications proposing satellite systems that would provide a variety of voice mobile satellite services in the frequency bands currently allo­ cated to the radiodetermination satellite service, i.e., 1610-1626.5 MHz/2483.5-2500 MHz. They were filed in response to a cut-off notice inviting applications to be considered concurrently with applications that previously had been filed by Ellipsat Corporation and Motorola Sat­ ellite Communications, Inc. (Motorola). See Public No­ tice. Report No. DS-1068 (April I, 1991). The new applications were placed on public notice and a pleading cycle was established. See Public Notice, Report No. DS- 1134 (October 24, 1991). Comments and petitions were filed on December 18, 1991. 2. In its petition. Loral requests that the date for reply comments and oppositions to petitions to deny be ex­ tended from January 17 to January 31. 1992 and that the date for responses be extended from February 7, 1992 to March 13, 1992. Loral represents that Constellation Com­ munications, Inc. and TRW, Inc. do not object to an extension of time. Ellipsat has filed comments in support of the requested extension. Motorola has filed an Opposi­ tion to Loral's Petition. 735 3. Citing the complex and extensive technical appen­ dices and arguments contained in the December pleadings, as well as end-of-year staff shortages, Loral states that an extension of time to file replies and re­ sponses will serve the public interest. Loral asserts that by allowing more time to analyze the submissions, the record will contain a complete analysis of all the technical filings. In addition, Loral states that the proposed com­ ment schedule would enable the applicants to prepare for WARC-92 as well as allow for consideration of the con­ ference results in the final round of pleadings. 4. In its Opposition, Motorola states it does not con­ sider the number of pleadings filed in December to be "extensive." Motorola further states that the issues raised in the petitions are similar to those filed with respect to other applicants· systems and related petitions for rulemaking and some of these issues have already been commented on in other proceedings. In addition, Motorola suggests that a March 13, 1992 due date for responses provides only two weeks after the scheduled close of WARC-92 and that this is not enough time to digest the January submissions and the results of the conference and present coherent responses. 5. The public interest would be served by allowing additional time to analyze the complex technical issues presented in this proceeding in light of the results of WARC-92. While Motorola contends that pleadings due two weeks from the end of WARC-92 would not allow adequate time to analyze the results of the conference, the other parties apparently believe that two weeks is suffi­ cient. 6. Accordingly, pursuant to Section 0.291 of the Com­ mission's rules on delegations of authority, 47 C.F.R. § 0.291. IT IS ORDERED that Loral Qualcomm Satellite Services. Inc.'s Petition for an Extension of Time IS GRANTED. The date for filing replies and oppositions to Petitions to Deny is extended from January 17, 1992 to January 31, 1992.
