On January 8, 1992, AT&T Communications (AT&T) filed the captioned tariff revisions which are scheduled to become effective January 22, 1992 on 14 days' notice pursuant to the Commission's IXC Order. 1 That Order establishes streamlined review procedures for certain tariff filings. This filing modifies Option 99 of Virtual Telecommunications Network Service (VTNS) by adding outage unit credits for T45 DTCs and "correct[ing[ the percentage which is used to determine the minimum required number of 1.5 Mbps OTC access components." AT&T Tr. No. 3777. Letter of Transmittal. 2. The Common Carrier Bureau has reviewed AT&T Transmittal No. 3777. We conclude that this transmittal must be rejected because these revisions substantially change Option 99, which includes inbound service. and are therefore inconsistent with the Commission's decision in CC Docket No. 90-132 to prohibit any further bun­ dling of inbound services in Tariff 12 packages and in contract-based tariffs. 2 3. Accordingly, IT IS ORDERED that American Tele­ phone and Telegraph Company Tariff F.C.C. No. 12. Transmittal No. 3777. IS REJECTED. 4. IT IS FURTHER ORDERED that American Tele­ phone and Telegraph Company SHALL ISSUE revisions to the tariff no later than five business days from the release of this Order removing the rejected material and reinstating currently effective material. These revisions shall be scheduled to become effective on not less than one day's notice. For this purpose.
