On January 31, 1992, the Common Carrier Bureau (Bureau) initiated an investigation into open network ar­ chitecture (ONA) tariffs filed by Bell Operating Com­ panies (BOCs). 1 The BOCs provided cost support material for many ONA services based on the Switching Cost In­ formation System (SCIS), a computer model that quanti ­ fies the engineering processes of a switching office in order to apportion switch capacity and cost among the features and functions the switch provides.2 In a companion Order, the Bureau ordered the BOCs to make available to intervenors in the investigation a version of SCIS with proprietary information redacted from the model and doc­ umentation. 3 2. On June 3, 1992, MCI Telecommunications Corp. (MCI) filed a motion to suspend the due dates for opposi­ tions to the direct cases in the ONA tariff investigation. MCI asserts that the redacted SCIS model originally pro­ vided to intervenors was so heavily redacted as to be useless, and the second redacted SCIS model is still being developed.4 MCI contends that, until the second redacted SCIS model is available, intervenors will be unable to respond to the direct cases in any meaningful manner.5 3. We believe that the public interest would be best served by enabling parties to participate fully in the on­ going ONA investigation, without the complication of sup­ plemental pleadings based on review of the second redacted SCIS model. The Bell Operating Companies are the Ameritech Operating Companies, (Ameritech), Bell Atlantic Telephone Companies (Bell Atlantic), BellSouth Telephone Companies (BellSouth), New York Telephone Company and New England Telephone and Telegraph Company (NYNEX), Pacific Bell, Nevada Bell, Southwestern Bell Telephone Com­ pany (Southwestern Bell), and US West Communications, Inc. (US West). The Bureau initiated an investigation into Ameritech's ONA tariffs in December 1991. Ameritech Operat­ ing Companies, Revisions to Tariff F.C.C. No. 2, Open Network Architecture, Memorandum Opinion and Order, 7 FCC Red 257 (Com.Car.Bur. 1991) (Ameritech ONA Tariff Order), modi­ fied by Ameritech Operating Companies, 7 FCC Red 948 (Com.Car.Bur. 1992). 4016 deadlines previously established in the ONA Designation Order. 6 Currently, oppositions to the direct cases filed in that investigation are due to be filed on June 17, 1992. We extend the deadline for filing oppositions to the direct cases to August 17, 1992. Replies to the oppositions are currently due July 2, 1992. We extend the deadline for filing replies to September 15, 1992. Bellcore officials have informally informed us that they expect the second redacted SCIS model to be available no later than the middle of July. Therefore, this schedule should provide intervenors with ample time to examine the second redacted SCIS model prior to filing their oppositions to direct cases. 4. Accordingly, IT IS ORDERED that oppositions to the direct cases in the captioned proceeding SHALL BE FILED not later than August 17, 1992. 5. IT IS FURTHER ORDERED that replies to the oppositions to the direct cases in the captioned proceeding SHALL BE FILED not later than September 15, 1992. FEDERAL COMMUNICATIONS COMMISSION Cheryl A.
