US West Communications. Inc. (US West) filed Transmittal No. 657. revising US West's Tariff F.C.C. No. 5 to introduce its proposed hasic video dialtone market trial in Omaha. Nebraska. The market trial is to last for one year. US West had filed Transmittal No. 613 on April 3. 1995 to introduce this service, hut withdrew that transmittal on August 10. 1995. Transmittal No. 657 re flects revised cost information for the basic video dialtone service in Omaha. Transmittal No. 657 was filed on 20 days' notice and has a scheduled effective date of August 31. 1995. Simultaneous with its filing Transmittal No. 657. US West filed a request for special permission to waive the cost support requirements of Section 61.49 of the Commission's rules, 47 C.F.R. ยง 61.49, for the digital channel service to be offered in Omaha. Specifically. US West requests special permission to file the tariff for its provision of digital channel service during the market trial in Omaha without the economic support material required by Section 61.49 of the Commission's rules for new services by carriers subject to price cap regulation. US West claims that a waiver of Section 61.49 is necessary because the costs of the digital channel service for the Omaha system are far dif ferent than the costs of currently available digital equip ment for video dialtone systems. US West claims that conducting a market trial based On outdated cost structures that would not be repeated in future video dialtone deployments would not provide relevant market informa tion. Interested parties may file petitions against Transmittal No. 657 and comments on US West's special permission request by no later than August 18, 1995. Parties should hand serve US West with a copy of their comments or serve US West by facsimile.
