PLEADING CYCLE ESTABLISHED FOR COMMENTS ON 
SBCS'S REQUEST TO BE CLASSIFIED AS A 
NON-DOMINANT CARRIER 
CBPol 95-24 
On November 22, 1995, Southwestern Bell Communica­
tions Services, Inc. (SBCS) filed a petition requesting the 
Commission to classify SBCS as a non-dominant carrier 
under the Commission's rules. SBCS requests that it be 
classified as a non-dominant, interstate, domestic, 
interexchange services provider to customers of: (1) 
unaffiliated Commercial Mobile Radio Services (CMRS) 
providers, and (2) landline local exchange providers other 
than Southwestern Bell Telephone Company (SWBT). 
SBCS states that it has no market power in these markets 
and, therefore, qualifies under the Commission's rules to 
operate as a non-dominant carrier. Alternatively, SBCS 
states that it should be treated as non-dominant because it 
is structurally separate from SWBT. 
Interested parties may file comments on this Request to 
Be Classified As a Non-Dominant Carrier by December 28, 
1995, and reply comments by January 12, 1996, with the 
Secretary, FCC, 1919 M Street, N.W., Washington, D.C.
