SNET states that customers electing this optional plan will receive guaranteed declining switched usage rates over a five year period for the following access rate elements: 1) Carrier Common Line Charges, (originating and terminating); 2) Local Switching; 3) Information Surcharge; and 4) Switched Transport Interconnection Charge. SNET contends that this plan will meets its customers needs for lower access rates and rate stability for access services. SNET further contends that this waiver will enable it to offer a volume and term discount plan just as its competitors are able to do in Connecticut. SNET contends that the availability of their Commitment Discount Plan will increase the range of service options available to customers, and will encourage competition by ensuring economic pricing for its switched access services. SNET concludes that it will be in the public interest to allow it to offer their Commitment Discount Plan because it will provide more choices for customers and will be available to all customers, regardless of size.
