Thank you for your letter of September 6, 1996, seeking "clarification" of my 
response to your previous inquiry regarding the effective date provisions of the congressional 
review provisions of the Contract With America Advancement Act of 1996, Pub. L. No. 
104-121, 110 Stat. 847 (1996), codified at 5 U.S.C. §§ 801-808 ("the Act"). You ask for 
guidance whether the Commission has legal authority to grant "conditional licenses prior to 
the expiration date of the sixty-day review period under" the Act. Because your letter 
requests that I provide you with my legal opinion on matters currently pending before the 
Commission, I have decided to decline your request.
