On April 6, 1996, the Commission released the Third Report and Order in CC Docket No. 
91-35, 1 requiring local exchange carriers (LECs) to tariff certain originating line screening (OLS) 
services on or before December 1, 1996.2 The Commission also stated that LECs could seek waiver 
of this requirement if provision of OLS services would be economically unreasonable or technically 
infeasible. 3 On November 29, 1996, the Common Carrier Bureau (Bureau) released an order granting 
until December 23, 1996, extensions to those LECs that had requested extension or other waiver of 
the December l filing deadline. 4 
Since the last public notice soliciting comment on the petitions for extension or other waiver 
of the December 1 filing deadline, 5 the Bureau has received additional petitions and other requests for 
extension or other waiver of that deadline from the following: BellSouth Telecommunications Inc., 
Policy and Rules Concerning Operator Service Access and Pay Telephone Compensation, Third Report 
and Order. CC Docket No. 91-35, FCC 96-131 (released April 5, 1996) (Order).

proceeding will be exempt from the Commission's ex parte rules much in the same manner as 
proceedings involving tariff filings and related waiver petitions are exempt under Section 1.1204(a)(6) 
of those rules . See 47 C.F .R. §§ 1.200(a), 1.1204(b)(7).
