The BOCs request the Commission to forbear from applying Section 203(c)(2) of the Communications Act, to allow the BOCs to issue a one-time refund of certain revenues received pursuant to the SMS/800 Functions Tariff. This is a non-restricted proceeding. Ex parte communications are subject to the permit but disclose rules, set forth in 47 C.F.R. section 1.1206.
