On June 20, 1997, the National Exchange Carrier Association, Inc. (NECA) filed a 
Petition for Reconsideration of a Common Carrier Bureau (Bureau) Order (AAD 97-2) released 
on May 28, 1997. In the Order, the Bureau approved NECA's proposed modifications to the 
average schedule formulas with one exception. The Bureau directed NECA to substitute its 
Common Line (CL) formula with a model developed by Commission staff. NECA claims that 
the Bureau's proposed model contains significant statistical flaws and should not be used. 
Parties may file comments on the petition no later than July 24, 1997. Replies should 
be filed by August 8, 1997. Comments should reference file number AAD 97-2. A copy of each 
pleading should be sent to Matt Vitale, Accounting and Audits Division, Common Carrier
