On November 14, 1997, the Chillicothe Telephone Company (Chillicothe) filed Transmittal No. 58 to revise its Tariff F.C.C. No. 1. Transmittal No. 58, which is currently scheduled to become effective on November 29, 1997, proposes revisions: (1) to correct the interstate DEM factor to incorporate a weighted DEM; (2) to reflect a reduction in its interstate special access revenue requirement, and in most cases the special access rates, jbased on a reduction in the interstate private line loop count; (3) to adjust the rate base to account for a rapid migration to a new switching platform;1 (4) to add DS3 Channel Termination and Channel Mileage rates to High Capacity Service, Sections 7.8. 5(A) and (B) and adjust its special access service revenue requirement and rates to account for this inclusion;2 (5) to remove the individual case basis language from Section 7.8.6; and (6) to include the addition of a 64 Clear Channel Capability, a new non-chargeable option for digital Feature Group D trunks equipped with SS7 signaling. 2. Transmittal No. 58 raises the same issues pertaining to cash working capital that are under investigation pursuant to the 1997 Annual Access Designation Order and 1997 1 Chillicothe states that last year it made the decision to migrate to a new switching platform. Chillicothe Mid-Course Access Tariff Filing Revisions, Description and Justification at 1. The plan was to allow migration to occur over a ten-year period. Id. However, given the increase in heavy traffic volumes, the Company has made a decision to migrate to the new switching platform as soon as possible. Id. To account for this rapid migration, Chillicothe has added $4,934,231 to the test year rate base. Id. 2 Chillicothe states that this inclusion results in an adjustment to the special access service revenue requirement and a resultant change in special access service's rates. Therefore, Transmittal No. 58 is suspended for one day, following the effective date, and will be subject to the investigation initiated in the 7997 Annual Access Suspension Order and 1997 Annual Access Designation Order. This transmittal will also be subject to an accounting order to facilitate any refunds that may later prove to be necessary. 3. Accordingly, IT IS ORDERED that, pursuant to Section 204(a) of the Communications Act of 1934, as amended, 47 U.S.C. § 204(a), and Section 0.291 of the Commission's Rules, 47 C.F.R. § 0.291, Transmittal No. 58 IS SUSPENDED for one day from the effective date and an investigation of the referenced tariff transmittal IS INSTITUTED. 4. IT IS FURTHER ORDERED that Chillicothe Telephone Company SHALL FILE tariff revisions within five business days of the release date of this Order to reflect this suspension. 5. IT IS FURTHER ORDERED that, for the above purposes, Chillicothe Telephone Company should cite the "DA" number of the instant Order as the authority for this filing. 6. IT IS FURTHER ORDERED that, pursuant to Section 204(a) of the Communications Act of 1934, as amended, 47 U.S.C. § 204(a), Chillicothe Telephone Company shall keep accurate account of all amounts received by reason of the rates that are the subject of this investigation.
