COST ALLOCATION MANUAL REVISIONS

On February 28, 1997, COMSAT Mobile Communications ("CMC") filed revisions to 
its cost allocation manual ("CAM") for the allocation of costs between regulated and 
nonregulated activities. Among other things, these CAM revisions reflect changes and 
updates regarding: CMC's nonjurisdictional activities, the addition of value-added services 
associated with Inmarsat aeronautical and land mobile services, and the creation of COMSAT 
Personal Communications division. These revisions also reflect changes resulting from 
Commission staff review of previous CMC CAM filings.
Interested parties may file comments on the revised CAM by April 17, 1997. Replies 
should be filed by May 2, 1997. Comments should reference A AD 97-43. A copy of each 
pleading should be sent to Debbie Weber, FCC, Common Carrier Bureau, Room 812, 2000 L 
St., N.W., Washington D.C. 20554. A copy should also be sent to the International 
Transcription Service ("ITS"), 2100 M St., N.W., Suite 140, Washington D.C. 20037. Copies 
are available for public inspection and copying in the Accounting and Audits Division public 
reference room, 2000 L St., N.W., Room 812, Washington, D.C. Copies are also available

We believe that the public interest in expeditiously resolving the issues raised in this 
CAM proceeding as well as the public interest in ensuring that decisions on those issues are 
based upon a complete record will best be served by making this CAM proceeding subject to 
the "permit but disclose" ex parte rules applicable to non-restricted proceedings even if a 
formal opposition is filed. 1 These rules permit interested parties to make ex parte 
presentations, but require that the presentations be disclosed in the record of the proceeding.
