FILES REVISED COST ALLOCATION PLAN On March 12, 1997, Alascom, Inc. Hied an Application for Review of Memorandum Opinion and Order on Reconsideration and Order approving Cost Allocation Plan, DA 97-320, released February 10, 1997. This Order clarified the Commission's policy regarding the locations to be included in Alascom's bush and non-bush rate zones, required that Alascom modify the factor used in its cost allocation plan (CAP) to allocate satellite costs, rejected a request from General Communications Inc., that the Commission reverse its approval of Alascom's CAP, and conditionally approved a revised CAP. In its Application for Review Alascom contends that the Bureau, by freezing the bush and non-bush locations, undermined the Joint Board's and the Commission's rationale for establishing the rate zones and in so doing exceeded its legal authority. This Application for Review will continue to use AAD number 94-119, the number associated with Alascom's CAP Approval Order. On April 10, 1997, AT&T Alascom Inc., filed a revised CAP in response to the Memorandum Opinion and Order on Reconsideration and Order approving Cost Allocation Plan, DA 97-320, released February 10, 1997. The revised CAP reflects a new factor for allocating satellite costs and includes revisions to the affiliate transaction listing to reflect AT&T's divestiture of Lucent technologies and NCR. Parties may file comments on the Application for Review filed by Alascom, Inc. and on the revised CAP filed by AT&T Alascom Inc. no later than May 13,1997. Replies should be filed by May 20,1997. Comments should reference AAD file number 94-119.
