FOR IMMEDIATE RELEASE: News Media Contact: October 26, 2000 Rosemary Kimball at (202) 418- 0511 FCC INTERNATIONAL BUREAU PLANS SATELLITE SEMINAR October 31 – November 3, 2000 Washington, DC -- The FCC’s International Bureau staff is planning a comprehensive, four- day Satellite Seminar together with the Satellite Industry Association, the ITU Radiocommunication Bureau, and INTELSAT. It will be held Tuesday through Friday, October 31 – November 3, 2000, at the Charyk Conference Center, Lockheed Martin Global Telecommunications Headquarters (former COMSAT Headquarters), 6560 Rock Spring Drive, Bethesda, Maryland. During the first two days and the last day of the Seminar, experts from the FCC, ITU, INTELSAT, and the satellite community will help participants understand how to: - work within the FCC regulatory process; - apply the international Radio Regulations and requirements of the ITU Rules of Procedure, in both the geostationary and the non- geostationary satellite context, including the decisions of WRC- 2000; - navigate the new ITU notification, coordination, and registration processes, including an examination of FCC legal and policy requirements for satellite and Earth stations, particularly in applying the newly- imposed ITU satellite cost- recovery principles; and - complete satellite electronic notification/ registration forms. The third day of the Seminar will be devoted to three different workshops, each held concurrently three times, to address the ITU International Frequency Information Circular, the complex ITU electronic forms, and ITU software, particularly that used for data validation. Additionally, an FCC panel of engineering and legal experts, along with a former ITU Space Services Department official, will be addressing on Friday, November 3, all outstanding issues that relate to the satellite notification/ registration and licensing processes, both in the U. S. for domestic applications, and at the ITU for international applications. At the three Seminar workshops, participants will be able to use laptop computers with CD-ROM readers. It is recommended that laptops have at least 64 MB of random access memory, 1 and 5 GB of disc storage to ensure the ITU CD- ROMS available at the seminar will work well. Also, if there are any suggestions for specific notification, or sharing case studies that would be helpful to address during the three workshops, please advise the FCC by October 20, 2000.
