FOR IMMEDIATE RELEASE: News Media contact: November 2, 2000 Rosemary Kimball at (202) 418- 0511 INTERNATIONAL BUREAU ANNOUNCES STAFF CHANGES Washington, DC – The International Bureau of the Federal Communications Commission has announced the following staffing changes. PLANNING & NEGOTIATIONS DIVISION J. Breck Blalock has been named Deputy Chief of the Planning & Negotiations Division. Blalock will provide assistance directing the Division’s activities, which include overseeing the Commission’s participat ion in the Internat ional Telecommunicat ions Union, negotiat ion of spectrum agreements and notification of radio stations. Blalock joined the Commission in 1999 as Chief of the Telecommunications Division’s Policy & Facilities Branch. He began his legal career at Kirkpatrick & Lockhart. In 1994, he moved to Leventhal, Senter & Lerman before joining Nixon Peabody in 1996. Julie Buchanan has been named Associate Chief of the International Spectrum and Communications Policy Branch of the Planning and Negotiations Division. Buchanan previously served in the Cable Services Bureau before moving to the Wireless Telecommunications Bureau, where she served as the Legal Advisor to the Auctions Division Chief. She has been a senior attorney with the International Spectrum and Communications Policy Branch since 1999. Linda Pintro Armstrong has been named Senior Legal Advisor of the Planning and Negotiations Division. Armstrong will lead the Division's rulemaking proceedings, serve as principal advisor on all legal matters, assist in the development of policy, and direct inter- bureau rulemaking coordination efforts. Armstrong joined the Commission in 1996 as an attorney in the Office of the General Counsel. In 1997, she moved to the Common Carrier Bureau’s Accounting Policy Division, where she was named Assistant Division Chief in 1999. Prior to joining the Commission, she was in- house counsel at MCI Communications Corporation and served on active duty in the Army’s Judge Advocate General’s Corps. TELECOMMUNICATIONS DIVISION Jack Deasy has been named Chief of the Multilateral and Development Branch of the Telecommunications Division. Deasy will direct a team of international and regional experts and will coordinate outreach to foreign regulators and communications policy makers. Deasy 1 previously served as the Bureau’s regional specialist for Latin America and the Caribbean. Before joining the Bureau in January 2000, he served nearly 16 years with the United States Foreign Service. From 1997 to 2000, he was Director for Inter- American Communications and Information Policy in the State Department’s Bureau of Economic and Business Affairs. Claudia Fox has been named Chief of the Policy and Facilities Branch of the Telecommunications Division. Fox will supervise a team of attorneys and economists responsible for developing policies and procedures for international telecommunication facilities and services. Fox previously served as an attorney in the Common Carrier Bureau’s Policy and Program Planning and Competitive Pricing Divisions. Prior to joining the Commission, she clerked for the Honorable John Terry, D. C. Court of Appeals. - FCC - 2
