C. – Bill Dever has been appointed Assistant Division Chief of the Common Carrier Bureau’s Policy and Program Planning Division. The Policy Division handles the implementation of numerous key provisions of the Telecommunications Act of 1996, including the promotion of competition for local telecommunications services, evaluation of Bell Operating Company applications to enter the long distance market, and public interest review of license transfer applications filed by common carriers. Mr. Dever has been an Attorney Advisor in the Policy Division of the Common Carrier Bureau since March 1998, where he served as team leader for review of the SBC-Ameritech merger application and co- team leader for both applications by SBC to enter the long distance market in Texas. After joining the Commission in January 1995, Mr. Dever was a staff attorney and Supervisory Attorney Advisor in the Mass Media Bureau’s Audio Services Division, which monitors compliance by radio station licensees with the Commission’s multiple ownership rules. Prior to joining the Commission, Mr. Dever served as an intern and policy analyst at the National Telecommunications and Information Administration. Mr. Dever received his J. D. from the Catholic University of America in 1994, where he earned a certificate from the Institute for Communications Law Studies. Mr. Dever received his B. A. in Journalism from Temple University’s School of Communications and Theater in 1984.
