The Office of General Counsel (OGC) advises the Commission and its various bureaus and offices on legal matters and represents the Commission in litigation in federal courts. Kinney, who was formerly Assistant Bureau Chief, Common Carrier Bureau, will handle common carrier issues for OGC. As Assistant Bureau Chief of the Common Carrier Bureau, Kinney worked on broadband deployment issues. Before serving as Assistant Bureau Chief for the Common Carrier Bureau, Kinney was common carrier advisor to Commissioner Susan Ness. Kinney was also the Assistant Division Chief in the Policy Division of the Common Carrier Bureau, where she worked on a wide variety of issues involving implementation of the Telecommunications Act of 1996. Prior to working in the Common Carrier Bureau, Kinney served as an attorney- advisor in the Commercial Wireless Division of the Wireless Telecommunications Bureau. Before joining the Commission, Kinney worked as an attorney in private practice with Graham & James in San Francisco and as legal counsel for Whalen & Company. Kinney received her J. D. from the University of Virginia and her undergraduate degree from Vassar College. - FCC - 1
