(Motient) to Mobile Satellite Ventures Subsidiary LLC (MSV Sub). The Bureau also requested comment on applications for modification of space and earth station authorizations held by Motient. In addition, the Bureau extended the comment cycle for the related January 31, 2001 application filed by TMI Communications and Company, Limited Partnership (TMI) previously placed on Public Notice (See File Nos. SES- ASG- 20010116- 00099; SES- MOD- 20010116- 00097; SES- MOD- 20010116- 00098; Report No. SES- 00357 (January 31, 2001)) to coincide with the application filed by Motient. By this Public Notice, the Bureau notes that the pending application includes requests by Motient and TMI that the Commission find permissible, under Section 310( b)( 4) of the Communications Act, as amended, the indirect foreign ownership of MSV Sub, which would exceed the 25% benchmark in Section 310( b)( 4). According to the Applicants, the indirect foreign ownership would amount to less than 35% of MSV Sub, and the majority of the indirect foreign ownership would be Canadian. Any comments and/ or petitions to deny filed in this matter should address the foreign ownership issue. As the Bureau established in the March 19, 2001 Public Notice, comments and/ or petitions to deny must be filed on or before April 18, 2001. Replies or oppositions may be filed on or before April 30, 2001. Responses may be filed on or before May 7, 2001. All pleadings filed in this proceeding should reference, at a minimum, the lead File Number SAT- ASG- 20010302- 00017.
