 Modification  of  Ex  Parte  Status 
 File  Nos.  SAT-  ASG-  20010302-  00017  et.  al  and  SES-  ASG-  200101160-  00099  et  al.  (See  Public  Notice  Report  No.  SAT-  00066) 


 With  this  Public  Notice,  we  grant  Motient  Services  Inc.  (Motient),  Mobile  Satellite 
 Ventures  Subsidiary  LLC,  (MSV)  and  TMI  Communications  and  Company,  Limited 
 Partnership’s  (TMI)  Amended  Motion  for  Modification  of  Ex  Parte  Status  of  the  above-captioned 
 proceeding.  Motient,  MSV  Sub,  and  TMI  assert  that  free  exchange  of  views  with 
 Commission  staff,  particularly  among  Commission  engineers  and  engineers  for  the  parties  to 
 these  proceedings,  will  be  useful  to  create  a  more  complete  record  on  which  the  Commission 
 may  decide  the  issues  raised.  The  Motion  is  unopposed. 


 In  light  of  the  intricate  legal  and  technical  issues  raised  by  these  applications,  we  find  that 
 a  change  in  the  ex  parte  status  will  assist  Commission  staff  in  developing  a  complete  record  on 
 which  a  well-  reasoned  decision  can  be  made.  Accordingly,  pursuant  to  the  Commission’s  rules, 
 47  C.  F.  R.  1.  1200(  a),  “permit  but  disclose”  status  is  granted  for  this  proceeding  only  with  respect 
 to  the  request  to  modify  licenses  and  to  launch  and  operate  a  next-  generation  mobile-  satellite 
 service  system,  including  the  use  of  terrestrial  base  stations.
