Navin to Serve as a Deputy Chief of the Bureau’s Policy Division Washington, DC – The FCC’s Wireless Telecommunications Bureau has announced that Thomas J. Navin will join the Bureau as a Deputy Chief of the Policy Division. Prior to his new position, Navin served as an Attorney- Advisor in the FCC Common Carrier Bureau’s Policy and Program Planning Division, where he was the team leader on SBC Communications Inc. ’s Missouri 271 application. He joined the Common Carrier Bureau in July 1999 as an Attorney- Advisor in the Competitive Pricing Division where he worked on the Commission’s CALLS Order, addressing access charge and universal service reform. Before joining the FCC, Navin was an associate at McDermott, Will & Emery in its regulatory practice group where he worked primarily of wireless issues. Navin received a B. S. from Wake Forest University, and a J. D. from the University of Virginia, where he was an Executive Editor of the Virginia Journal of International Law.
