Fax- On- Demand 202/ 418- 2830 Washington, DC 20554 Internet: http:// www. fcc. gov ftp. fcc. gov GENERAL ACTION August 14, 2001 AUTOMATED SUBMISSION OF FISCAL YEAR 2001 REGULATORY FEE PAYMENT DATA USING FCC’s INTERNET PROGRAM For Fiscal Year 2001 the FCC is providing an Internet program for payers of large submissions of Fiscal Year (FY) 2001 Regulatory Fees. This program, called FeeFiler 2001 is an on- line application accessible via the FCC Web Page. FeeFiler 2001 will assist filers in submitting their remittance advice information and in making payment for FY2001 Regulatory Fees. This program continues the service offered in FY2000 in the FeeFiler 2000 and 2000/ ACH, which allowed payers to make payment by credit card or ACH, respectively. The program is available to any FCC client with access to the Internet and a Netscape Navigator 4.05 or Microsoft Internet Explorer 4. 01 or higher version browser with SSL and JavaScript enabled. NOTE FOR FY2000 AND PRIOR YEAR FEEFILER SOFTWARE USERS Any previous software versions are incompatible with the Fiscal Year 2001 (FY2001) fee schedule and may no longer be used for filing purposes. No diskettes will be accepted by the FCC. However, most filers will be able to import certain text files saved in prior year software or formats into FeeFiler 2001 as a starting point for FY2001. The filer may then modify the imported data as necessary to meet FY2001 requirements. FEE FILING FOR FISCAL YEAR 2001 The FeeFiler 2001 programs will be available from the FCC Fee Filer Web Page (http:// www. fcc. gov/ fees/ feefiler. html) during the FY2001 Regulatory Fee filing period, opening August 14, 2001 and closing at 11: 59PM EST, September 21, 2001. WHEN FEES WILL BE DUE FEE PAYMENTS MAY BE SUBMITTED PRIOR TO SEPTEMBER 10, 2001 Regulatory fee payments may be made to Mellon Bank at any time through September 21, 2001. Payments received after 11: 59 PM on September 21, 2001 will be assessed a 25% late payment fee. As in previous years, there will be a formal window for the acceptance of regulatory fees between September 10, 2001 and September 21, 2001. However, unlike in prior years, the Commission will, for the convenience of payers, accept fee payments made in advance of that window. 1 USING FEEFILER 2001 When a filers selects FeeFiler 2001, they will be prompted to login to the application using their FCC Registration Number (FRN) and password. Filers should have obtained an FRN previously from the Commission Registration System (CORES). Filers without an FRN will be provided a link to the online registration page. This login is essential to protect the privacy of filers. Users will identify their payment details to the FCC by filling in easy- to- use data entry screens or by importing data in certain text formats from other sources (including the FCC’s FY2000 Fee Filer). On- line help is included for each function. The application will provide a list of all payment details created by the filer, and FeeFiler 2001 will lead you to the completed Form 159 once payment information is complete. A report of all payments may be printed manually by the filer. MAKING PAYMENT AFTER USING THE APPLICATION Filers using the Fee Filer 2001 have the option of paying for the filing on- line by credit card or ACH immediately after completing the Form 159. Filers who wish to make payment by means other than ACH or credit card on- line must complete and sign a hard- copy (printed) version of the FCC Form 159 produced from FeeFiler2001 to certify the accuracy of the data. The hard copy FCC Form 159, and required remittance should then be mailed to: Federal Communications Commission Regulatory Fees P. O. Box 358835 Pittsburgh, PA 15251- 5835 Filers should not submit diskettes to the FCC as all data created in FeeFiler 2001 will be saved directly to the FCC. FOR FURTHER ASSISTANCE A telephone HELP LINE for On- line Fee Filing will be staffed from 8: 00 a. m. to 6: 00 p. m. at 1- 877- 480- 3201, on business days beginning Wednesday, August 14th to Friday, September 21, 2001 and the weekend of September 15 th and 16 th from 9: 00 a. m. to 5: 00 p. m. This HELP LINE service will end at 6: 00 p. m. on September 21, 2001. 2
