 COMMISSIONER  MARTIN  APPOINTS  CLARK  AND  JOHNSON  TO  HIS  PERMANENT  STAFF  AND  NAMES  INTERIM  LEGAL  ADVISORS 


 Washington,  DC  --  Commissioner  Kevin  J.  Martin  announced  today  that  he  has 
 appointed  Ginger  Clark  and  Dolly  Johnson  to  his  permanent  staff  as  Confidential 
 Assistant  and  Staff  Assistant,  respectively.  Commissioner  Martin  said:  “I  am  extremely 
 fortunate  to  have  Ginger  and  Dolly  join  my  staff.  They  bring  a  wealth  of  experience  to 
 their  jobs,  and  working  with  them  is  a  pleasure.”  In  addition,  Commissioner  Martin 
 announced  the  appointment  of  Sam  Feder,  David  Brown,  and  Monica  Shah  Desai  as 
 interim  legal  advisors,  who  will  serve  until  the  Commissioner  completes  the  selection  of 
 permanent  legal  advisors. 


 GINGER  CLARK 
 Ms.  Clark  has  been  named  Confidential  Assistant.  In  this  capacity,  she  will 
 handle  all  matters  relating  to  the  Commissioner’s  schedule.  Previously,  Ms.  Clark  served 
 as  Confidential  Assistant  to  Commissioners  Harold  Furchtgott-  Roth  and  James  H. 
 Quello.  She  has  also  served  the  FCC  in  various  positions  including  Information 
 Specialist  and  Consumer  Specialist  in  the  Common  Carrier,  Mass  Media,  and  Wireless 
 Telecommunications  Bureaus.  Ms.  Clark  attended  Strayer  University. 


 DOLLY  JOHNSON 
 Ms.  Johnson  has  been  named  Staff  Assistant.  Among  other  responsibilities,  she 
 will  handle  scheduling  matters  for  the  legal  advisors.  Ms.  Johnson  attended  Southeastern 
 University  and  has  served  in  various  capacities  at  the  Commission,  including 
 Administrative  Staff  Assistant  in  the  Office  of  Communications  Business  Opportunities, 
 Staff  Assistant  in  the  Office  of  Chairman  Alfred  Sikes,  Staff  Assistant  in  the  Office  of 
 Commissioner  Patricia  Diaz  Dennis,  and  Staff  Assistant  in  the  Office  of  Commissioner 
 Harold  Furchtgott-  Roth.  Ms.  Johnson  also  worked  for  Commissioner  James  Quello 
 while  he  was  the  Chairman  and  a  Commissioner.

 SAM  FEDER 
 Sam  Feder  has  been  named  interim  Senior  Legal  Advisor.  In  addition  to  his 
 duties  as  senior  advisor,  Mr.  Feder  will  focus  on  common  carrier  matters.  Prior  to  joining 
 this  office,  Mr.  Feder  served  as  Associate  Chief  of  the  Competitive  Pricing  Division  of 
 the  FCC’s  Common  Carrier  Bureau  and  as  Legal  Advisor  to  Commissioner  Furchtgott-Roth 
 for  common  carrier  matters.  Before  coming  to  the  Commission,  Mr.  Feder  worked 
 at  the  law  firm  of  Harris,  Wiltshire  &  Grannis.  He  has  also  worked  as  an  associate  at 
 Kellogg,  Huber,  Hansen,  Todd  &  Evans,  served  as  a  trial  attorney  in  the  Federal 
 Programs  Branch  of  the  Department  of  Justice,  and  served  as  a  law  clerk  to  the 
 Honorable  Edward  R.  Becker  (United  States  Court  of  Appeals  for  the  Third  Circuit).  Mr. 
 Feder  is  a  summa  cum  laude  graduate  of  the  University  of  Michigan  Law  School,  where 
 he  was  a  Note  Editor  on  the  Michigan  Law  Review  and  was  awarded  the  Daniel  H. 
 Grady  Prize  for  achieving  the  highest  scholastic  average  in  his  class.  Mr.  Feder  holds  an 
 A.  B.  in  Philosophy  with  a  minor  in  Computer  Science  from  the  College  of  William  and 
 Mary. 


 DAVID  BROWN 
 David  Brown  has  been  named  interim  Legal  Advisor  for  mass  media  and  cable 
 issues.  Mr.  Brown  previously  served  as  an  Attorney-  Advisor  in  the  Video  Services 
 Division  of  the  FCC’s  Mass  Media  Bureau.  Before  joining  the  FCC,  Mr.  Brown  worked 
 as  an  associate  at  the  Philadelphia  firm  of  Weber  Goldstein  Greenberg  &  Gallagher  and 
 as  a  staff  attorney  at  the  Commonwealth  of  Pennsylvania’s  Office  of  Inspector  General, 
 Governor’s  Office  of  General  Counsel.  Mr.  Brown  received  his  J.  D.  from  the  University 
 of  Pennsylvania  School  of  Law  and  his  B.  A.,  cum  laude,  from  Cornell  University,  where 
 he  was  elected  to  Phi  Beta  Kappa. 


 MONICA  SHAH  DESAI 
 Monica  Shah  Desai  has  been  named  interim  Legal  Advisor  for  wireless  and 
 international  issues.  Ms.  Desai  most  recently  served  as  an  Attorney  in  the  Commercial 
 Wireless  Division  of  the  FCC’s  Wireless  Telecommunications  Bureau.  Prior  to  that,  she 
 worked  in  the  Public  Safety  and  Private  Wireless  Division  of  the  Wireless 
 Telecommunications  Bureau.  Before  joining  the  FCC,  Ms.  Desai  served  as  a  law  clerk  to 
 the  Honorable  Deborah  K.  Chasanow  (United  States  District  Court  for  the  District  of 
 Maryland)  and  as  an  associate  at  the  law  firm  of  Sonnenschein  Nath  &  Rosenthal.  She 
 also  worked  as  an  adjunct  professor  at  the  George  Mason  University  School  of  Law.  Ms. 
 Desai  received  her  J.  D.,  cum  laude,  from  the  Georgetown  University  Law  Center,  where 
 she  served  on  the  American  Criminal  Law  Review.  She  received  her  B.  B.  A.,  magna  cum 
 laude,  in  Finance  from  the  George  Washington  University.
