SAT- MSC- 20010822- 00075 INTELSAT LLC Miscellaneous The Commission has received a request from Intelsat LLC for an extension of an October 1, 2001 deadline set forth in Section 621( 5)( A)( i) of the Open- Market Reorganization for the Betterment of International Telecommunications Act (Pub. Law 106- 180, 114 Stat. 48 (2000)) (" ORBIT Act"). Section 621( 5)( A)( i) requires Intelsat to conduct an initial public offering no later than October 1, 2001. The Commission is allowed to extend this deadline "in consideration of market conditions and relevant business factors relating to the timing of an initial public offering" to no later than December 31, 2002. Intelsat seeks an extension to December 31, 2002. NOTE: Comments may be filed on or before September 5, 2001. Reply comments may be filed on or before September 10, 2001. Commenters must file an original and four copies of all comments and reply comments. S2115 SAT- STA- 20010810- 00072 L/ Q LICENSEE, INC. Special Temporary Authority L/ Q Licensee, Inc. (" LQL") has filed a request for Special Temporary Authority to raise up to four satellites in the Globalstar constellation to a "graveyard orbit" of 1500 kilometers. LQL indicates that it plans to remove two satellites from the operational orbits for the Globalstar constellation, and replace those satellites with two existing in- orbit spares, on September 28 and November 11. LQL wishes to continue operating the C- Band telemetry and control links for the two satellites moved to the 1500 kilometer altitude, for purposes of testing flight software modifications. The application describes the procedures LQL intends to follow when these operations are discontinued. LQL is also requesting advance authorization to move two additional satellites to the graveyard orbit should it become necessary. The application discusses the end of life procedures for Globalstar satellites, and the considerations which gave rise to these procedures.
