Tamara Preiss has been appointed Chief of the Competitive Pricing Division of the Common Carrier Bureau. Since July 1999, Ms. Preiss has served as Deputy Chief of the Competitive Pricing Division of the Common Carrier Bureau, where she has worked on issues related to access charge reform and pricing flexibility for incumbent LECs, CLEC access charges, and inter-carrier compensation for ISP- bound traffic. Before becoming Deputy Chief, Ms. Preiss was a senior attorney in the Competitive Pricing Division. Before joining the FCC in 1997, Ms. Preiss was an attorney at Sidley & Austin, where she litigated on behalf of a number of regulated- industry clients, including AT& T. Ms. Preiss received her undergraduate and law degrees from the University of Virginia and served as a law clerk for the Honorable Albert V. Bryan, Jr., Chief United States District Judge for the Eastern District of Virginia. Deena Shetler has been named Deputy Chief of the Competitive Pricing Division of the Common Carrier Bureau. Ms. Shetler recently served as Legal Advisor to Commissioner Gloria Tristani where she was responsible for advising Commissioner Tristani on all common carrier matters. Prior to that time, Ms. Shetler was Legal Counsel to the Chief of the Common Carrier Bureau, where she was primarily responsible for matters arising out of the Competitive Pricing and Accounting Safeguards Divisions. Ms. Shetler also worked as an Attorney in the Enforcement Division of the Common Carrier Bureau. Before joining the FCC in 1996, Ms. Shetler was an antitrust and commercial litigation associate at the law firm of Howrey & Simon in Los Angeles and Washington, D. C. Ms. Shetler received her law degree from the University of California Los Angeles School of Law, where she was a member of the Order of the Coif, and her undergraduate degree from the University of California San Diego. 1 Jack Zinman has been named Deputy Chief of the Competitive Pricing Division of the Common Carrier Bureau. Since January 2000, Mr. Zinman has served as Legal Counsel to the Common Carrier Bureau Chief. He was responsible for advising the Bureau Chief on universal service, pricing and broadband issues. Prior to becoming Legal Counsel, Mr. Zinman worked in the Accounting Policy Division of the Common Carrier Bureau. His primary responsibilities included high- cost universal service support and administration of the universal service fund. He also served as Federal Staff Chair of the Federal- State Joint Board on Universal Service. Mr. Zinman previously worked in the Commercial Wireless Division of the Wireless Telecommunications Bureau, where he handled issues concerning spectrum auctions and licensing. Before joining the Commission in 1997, Mr. Zinman served as a staff attorney for Justice Sandra Newman of the Supreme Court of Pennsylvania, and as an associate at the litigation firm of Margolis Edelstein in Philadelphia. Mr. Zinman received a B. S. in Commerce from the University of Virginia’s McIntire School of Commerce and a J.
