Jane Jackson has been named Associate Bureau Chief of the Common Carrier Bureau. Ms. Jackson has served as Chief of the Competitive Pricing Division of the Common Carrier Bureau since 1998. She joined the Division as Deputy Chief in 1996. As Chief of the Division, Ms. Jackson directed the division on access charge reform, including CALLS, annual access tariff filings by incumbent local exchange carriers (LECs), competitive LEC access charge matters, pricing issues, including reciprocal compensation, collocation pricing, and unbundled network elements (UNE) pricing issues, and various payphone matters. Ms. Jackson has also served in the Common Carrier Bureau’s Enforcement Division, Accounting Division, and Policy Division. She first joined the FCC in 1976, working in the Cable Television Bureau. In addition to working at the FCC, Ms. Jackson has practiced law with the firm Dow, Lohnes and Albertson. She also spent five years teaching Administrative Law, Constitutional Law, and Federal Jurisdiction at Salmon P. Chase College of Law, Northern Kentucky University. She received her B. A., from Barnard College and her J. D. from Vanderbilt University School of Law. Richard Lerner has been appointed Associate Bureau Chief, and will serve as the Bureau’s Chief of Staff. Since February 1998, Mr. Lerner served as Deputy Chief of the Competitive Pricing Division of the Common Carrier Bureau. His areas of responsibility included access charge reform, the conversion of implicit subsidies in interstate access charges into explicit universal service support, and pricing issues of Regional Bell Operating Companies’ (RBOCs) application to provide in- region, interLATA service. Prior to joining the Commission, Mr. Lerner was engaged in private practice of law with Reed Smith Shaw & McClay. Mr. Lerner attended the University of North Carolina School of Law and the University of Michigan. Mr. Lerner joined the Commission in January 1995. 1 Diane Griffin Harmon has been named Assistant Bureau Chief of the Common Carrier Bureau. Since March 2001, Ms. Harmon has served as Acting Division Chief of the Network Services Division. Prior to that she was Deputy Chief of the Network Services Division. Ms. Harmon was responsible for numbering issues, including numbering resource optimization. Ms. Harmon joined the Commission in September 1996 as a staff attorney in Enforcement Division of the Common Carrier Bureau. Ms. Harmon received her J. D. from Howard University School of Law and her LL.
