C. -- Today, the International Bureau released its 2001 “Report on International Negotiations, Spectrum Policy & Notifications,” which provides valuable information regarding the Bureau’s international spectrum activities. Prepared by the Bureau’s Planning and Negotiations Division, the report covers multiple cross- border matters involving Canada and Mexico. In addition, the report details the Bureau’s actions related to the International Telecommunication Union (ITU), including the World Radiocommunications Conference and summarizes various spectrum proceedings. Full implementation of U. S domestic spectrum allocation plans depends upon achieving acceptable frequency sharing arrangements with other countries, principally along the northern and southern borders of the United States. Chief Donald Abelson stated that, “In a single volume, the report captures information on international agreements, international technical coordinations, and notification activities of increasing importance in the international spectrum area.” The report addresses: x Negotiations, consultations and agreements with Canada; x Negotiations, consultations and agreements with Mexico; x Multilateral negotiations and agreements that cover AM broadcasting, international broadcasting and some fixed satellite services; x Spectrum notification and coordination actions to provide U. S. radio communication stations protection against harmful interference from foreign radio communication stations.
