 non-  common  carrier  basis  to  Africa  and  the  Middle  East  in  the  1452-  1492  MHz  frequency  Band.  This  modification  seeks  to  transfer 
 certain  functions  in  the  DC  Regional  Operating  Center  to  its  affiliate's  Regional  Operating  Center  in  Melbourne,  Austrailia.
