 On  September  10,  2001,  BellSouth  Telecommunications,  Inc.  and  BellSouth  Corporation  (BellSouth) 
 filed  a  petition  requesting  modification  of  a  local  access  and  transport  area  (LATA)  boundary  to 
 provide  two-  way,  flat  -rat  ed,  non-  opt  ional  expanded  local  calling  service  (ELCS)  bet  ween  the  Bunkie 
 and  Opelousas  exchanges  in  Louisiana.
