 COMMON  CARRIER  BUREAU  ANNOUNCES  PERSONNEL  ACTION 
 Thomas  J.  Navin  to  Serve  as  a  Deputy  Chief  of  the  Bureau’s 
 Policy  and  Program  Planning  Division 


 Washington,  DC  –  The  FCC’s  Common  Carrier  Bureau  has  announced  that  Thomas  J. 
 Navin  will  join  the  Bureau  as  a  Deputy  Chief  of  the  Policy  and  Program  Planning  Division. 


 Prior  to  his  new  position,  Tom  served  as  Deputy  Chief  of  the  Wireless  Bureau’s  Policy 
 Division.  Tom  previously  worked  as  an  Attorney-  Advisor  in  the  FCC  Common  Carrier  Bureau’s 
 Policy  and  Program  Planning  Division,  where  he  was  the  team  leader  on  SBC  Communications 
 Inc.  ’s  first  Missouri  271  application.  He  joined  the  Common  Carrier  Bureau  in  July  1999  as  an 
 Attorney-  Advisor  in  the  Competitive  Pricing  Division  where  he  worked  on  the  Commission’s 
 CALLS  Order,  addressing  access  charge  and  universal  service  reform. 


 Before  joining  the  FCC,  he  was  an  associate  at  McDermott,  Will  &  Emery  in  its  regulatory 
 practice  group  where  he  focused  on  telecommunications  issues. 


 Tom  received  a  B.  S.  from  Wake  Forest  University,  and  a  J.  D.  from  the  University  of 
 Virginia,  where  he  was  an  Executive  Editor  of  the  Virginia  Journal  of  International  Law.  Tom  lives 
 with  his  wife  and  three  daughters  in  Great  Falls,  VA.
