C. – Donald Abelson, Chief of the International Bureau, today announced that Linda L. Haller has been named Associate Bureau Chief of the International Bureau and Alexandra Field has joined the Front Office as Senior Legal Advisor. Ms. Haller started with the International Bureau in 1997 as an attorney in the Satellite and Radiocommunication Division. She joined the Office of the Bureau Chief in 1998 as a Senior Legal Advisor and thereafter was promoted to Assistant Bureau Chief. From September 2000 to February 2001, Ms. Haller served on a full- time detail to the “Commission to Assess United States National Security Space Management and Organization,” and in November 2001, was appointed to the FCC Homeland Security Policy Council. From 1991- 97, Ms. Haller was an attorney in the FCC Private Radio Bureau, Common Carrier Bureau and Office of General Counsel. Prior to the FCC, she practiced law at Morgan, Lewis and Bockius in Los Angeles, CA and Pierson, Ball and Dowd in Washington, D. C. Ms. Haller has a J. D. from Georgetown University Law Center and a B. A. from George Washington University. Ms. Field joined the Office of the Bureau Chief in 2001 from the Satellite and Radiocommunication Division, where she was a senior attorney. In that role, Ms. Field led a variety of regulatory and transactional matters and represented the FCC in international negotiations regarding the privatization of INTELSAT. Prior to entering the FCC in 1997 as an attorney in the Common Carrier Bureau, Ms. Field was an associate at the law firm Levine, Blaszak, Block & Boothby, where she negotiated international and domestic service agreements and represented clients in FCC regulatory matters. From 1990- 92, Ms. Field was a Program Associate at the Carnegie Commission on Science, Technology and Government. Ms. Field has a J. D. from the Georgetown University Law Center and an A. B. from Harvard University. Mr. Abelson also announced two other Front Office actions that occurred in 2001. Roderick K. Porter returned to his position as Deputy Bureau Chief after a lengthy detail to the Consumer Information Bureau as Acting Chief of that Bureau and Jacqueline M. Ponti was promoted to Associate Bureau Chief of the International Bureau. 1 x Mr. Porter was instrumental in the formation of the International Bureau in 1994 and has held key positions, including Acting Bureau Chief in 1999. In these capacities, Mr. Porter has been involved in a range of international issues, particularly International Telecommunications Union (ITU), satellite licensing reform and developing country initiatives. In many years of public service, Mr. Porter has held numerous senior management positions throughout the agency. Mr. Porter has a J. D. from Georgetown University Law Center and a B. A. from Morgan State University. x Ms. Ponti has been part of the International Bureau administration since the Bureau’s creation in 1994, serving initially as Deputy Assistant Bureau Chief, Management and Information Technology Officer. Ms. Ponti led the development of IBFS, the Bureau's electronic filing and consolidated licensing system, which received the 2001 E- Gov Pioneer Award in July. Ms. Ponti joined the FCC in 1991 in the Common Carrier Bureau and the Office of the Bureau Chief in December 2000. As Associate Bureau Chief, Ms. Ponti conducts short and long- term strategic planning for the Bureau and plays a key role in advising the Bureau Chief on the day- to- day operations of the Bureau.
