C. – Today, Donald Abelson, Chief of the International Bureau announced two new appointments to his Senior Staff. Mr. Richard Engelman has been appointed Chief Engineer and Ms. Jacquelynn Ruff has been appointed Assistant Bureau Chief. Mr. Engelman, as the International Bureau’s Chief Engineer, will provide overall Bureau direction on technical issues, including coordination of technical matters related to spectrum policy. Mr. Engelman has a B. S. in Electrical Engineering from Rose- Hulman Institute of Technology, is a Senior Member of the Institute of Electrical and Electronics Engineers, and has been with the Commission for 25 years. As Assistant Bureau Chief, International Bureau, Ms. Ruff will provide expertise on international telecommunications, trade, and Internet policy issues and Bureau coordination of related multilateral and bilateral telecommunications matters. Ms. Ruff has a B. A. from Radcliffe College/ Harvard University, a M. A. from Harvard University, and a J. D. from Georgetown University. Prior to joining the Commission in 1999, she was in private practice and served as staff to a committee of the U. S.
