 Authorize  Subsidiary  Terrestrial  Use  of  the  12.2-  12.7  GHz  Band  by  Direct  Broadcast  Satellite 
 Licensees  and  Their  Affiliates;  and  Applications  of  Broadwave  USA,  PDC  Broadband  Corporation,
