FOR IMMEDIATE RELEASE: NEWS MEDIA CONTACT: April 4, 2002 Michael Balmoris 202- 418- 0253 Email: mbalmori@ fcc. gov FCC WIRELINE COMPETITION BUREAU ANNOUNCES PERSONNEL PROMOTIONS FOR INDUSTRY ANALYSIS AND TECHNOLOGY DIVISION Washington, DC – Today, Dorothy Attwood, Bureau Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau, made the following personnel announcements. Ellen Burton has been named Assistant Chief of the Industry Analysis and Technology Division (formerly the Industry Analysis Division) of the Wireline Competition Bureau. Ms. Burton previously was a senior staff economist in the Industry Analysis Division of the former Common Carrier Bureau, where she served as team leader for the Bureau’s local telephone competition and broadband data collection program. Prior to joining the FCC in 1996, Ms. Burton worked in the private sector as an economist and telecommunications policy analyst. She received a B. A. in economics from the University of Washington and a Ph. D. in economics from the Massachusetts Institute of Technology. Fatina Franklin has been appointed Assistant Chief of the Industry Analysis and Technology Division (formerly the Industry Analysis Division) of the Wireline Competition Bureau where her primary responsibility is administration of the Commission's Automated Reporting and Management Information System (ARMIS). Mrs. Franklin has been with the FCC in various capacities since 1967. Most recently, Mrs. Franklin was Chief of the Reporting Management and Analysis Branch, Accounting Safeguards Division. From April 1988 until April 1996, she was Chief of the Depreciation Rates Branch, Accounting and Audits Division, where she had responsibility for reviewing and recommending the prescription of depreciation rates for domestic telephone companies. In April 1996, she assumed the position of Chief, Competitive Safeguards Branch (the name was changed to Reporting Management and Analysis Branch in 1998). Fatina Franklin is an honors graduate of the University of Maryland with a bachelor of science degree in Business Administration. - FCC - 1
