William Scher has been named Assistant Chief of the Telecommunications Access Policy Division (formerly the Accounting Safeguards Division) of the Wireline Competition Bureau. Since January 2000, Mr. Scher was a senior attorney in the Accounting Policy Division of the former Common Carrier Bureau. He has worked on various issues related to high- cost universal service support and was the team leader on the MAG Order. Before joining the Accounting Policy Division, Mr. Scher was an attorney in the Audio Services Division of the Mass Media Bureau. Before joining the FCC in 1997, Mr. Scher was an associate at the litigation firm of Mitterhoff and Henrichson in Washington, D. C., a staff attorney at the U. S. Court of Appeals for the Ninth Circuit, and a judicial clerk for the Honorable Glenn T. Harrell of the Maryland Court of Appeals. He received a B. A. from the University of Albany and a J. D. from George Washington University Law School. Cheryl Callahan has been named an Assistant Division Chief in the Telecommunications Access Policy Division of the Wireline Competition Bureau. Since August 1999, Ms. Callahan was a senior attorney in the former Network Services Division. She has served as the Designated Federal Official to the North American Numbering Council, a federal advisory committee to the Commission on numbering matters. Ms. Callahan also has worked on various issues related to telecommunications relay services, abbreviated dialing, numbering resource optimization, and local number portability. Before joining the FCC, Ms. Callahan was a senior attorney at the New York Public Service Commission where she worked on telecommunications policy, including numbering, slamming, local competition, and universal service. She received a B. S. in Economics from Rutgers University, New Brunswick, and a J. D. from Union University, Albany Law School. - FCC - 1 2
