The Bureau is seeking a cross- section of individual views that may be used to assist Commission staff regarding satellite network coordination and regulatory matters, including prospective Commission or U. S. government action, as appropriate. The forum is open to the public and will be held at the Federal Communications Commission Headquarters, 445 12 th Street, S. W., Washington, DC, in the Commission Meeting Room (Room TW- C305). The forum will also be webcast on the Internet at the following URL: http:// www. fcc. gov/ realaudio/ welcome. html. Questions and comments may be submitted via email beginning June 10 th and during the forum at satforum@ fcc. gov. We cannot guarantee that the forum will be able to address all questions and comments. The Bureau encourages users, facilities and service providers, organizations, and any other interested members of the public to attend or participate via the Internet. The Bureau intends that this forum will provide an opportunity to discuss issues and policies related to the Commission’s participation in the international satellite network coordination process and the domestic aspects of the ITU’s satellite network filing process. The forum will not address the merits of pending Commission proceedings. Thus, participants should not discuss the merits of a pending proceeding and are reminded that the ex parte rules will apply with respect to the particular discussion and that participant will be responsible for making the appropriate filings. Appropriate topics include, but are not limited to, the following: € experience with the international satellite network coordination and notification process; € experience with the domestic regulatory aspects of the International Telecommunication Union’s satellite network filing process; 1 € experiences with satellite network spectrum management and market access policies; € legal, economic and technical factors affecting the international coordination of satellite networks; € methods for taking into account the particular interests of both developed and developing countries; € proposals for facilitating improvements to the international satellite network coordination process; and € possible alternatives to the current international satellite network coordination system. Any party wishing to make a formal presentation (no longer than five minutes) at the forum must send an outline of the presentation to Chris Murphy at cmurphy@ fcc. gov or via facsimile to (202) 418- 2818 no later than June 10 th . Parties are also welcome to make written submissions in addition to or in lieu of speaking at the forum. Written submissions will be made available on the Bureau’s website (www. fcc. gov/ ib).
