Special Temporary Authority PanAmSat Licensee Corp. has filed a request for special temporary authority to either modify its existing STA, which permits PanAmSat to downlink signals from the Australia beam on PAS- 5 for the purpose of monitoring the performance of the satellite from an earth station located at PanAmSat’s teleport in Napa, California, or to be issued a new STA, for the limited purpose of authorizing PanAmSat to make commercial use of the signals that are received by the Napa earth station.
