The NPRM inadvertently omitted changes in the original proposal, as described in the “Amendment to Petition for Rulemaking,” filed February 14, 2002. The amended petition proposed, in addition to the changes requested in the original petition, to downgrade the facilities for WLZY- FM to Channel 223C0. Accordingly, the NPRM is amended as follows: In paragraph one of the NPRM, the third sentence is revised to read, “Petitioner proposes to reallot Channel 223C from Powell, Wyoming, to Park City, Montana, as that community’s first local aural service, to downgrade the channel allotment to Channel 223C0, and to modify Station KLZY’s license accordingly [new language in italics].” The fifth sentence of paragraph one is revised to read, “If those proposals are granted, petitioner states that it will file the necessary applications to effectuate the reallotment of Channel 223C from Powell to Park City and the downgrade to Channel 223C0 and, further, that it will reimburse the licensee of Station KKRY for its reasonable costs of changing its channel of operation to Channel 222C [new language in italics].” In paragraph two of the NPRM, the second sentence, “Channel 223C” is replaced with “Channel 223C0.” Also in paragraph two of the NPRM, the sixth sentence is revised to read, “Allotment of Channel 223C0 to Park City would provide a first local aural broadcast service to Park City, entitling Park City to a first priority under the Commission’s FM allotment priorities [revised language in italics].” Finally, in paragraph five, under the “Proposed” column for Park City, Montana, “223C” is replaced with “223C0.” FEDERAL COMMUNICATIONS COMMISSION 1
