 and  operate  its  DBS  satellite,  Rainbow  1,  at  61.5°  W.  L.  R/  L  DBS  holds  a  construction  permit  for  a  satellite  to  operate  over  11  DBS 
 service  channels  at  61.5°  W.  L.  (DBS  87-  01).

 Modification 


 VisionStar  Incorporated  has  filed  an  application  for  modification  of  its  authorization  to  construct,  launch  and  operate  its  fixed-  satellite 
 service  satellite.  (See  File  No.  SAT-  LOA-  19950929-  00156).  In  this  modification,  VisionStar  requests  an  extension  of  the 
 construction  completion  date  from  April  2002  to  April  2005  and  an  extension  of  the  Launch  date  from  May  2002  to  May  2005.

 On  April  25,  2002,  SES  AMERICOM,  Inc.  filed  a  Petition  for  Declaratory  Ruling  to  serve  the  U.  S.  market  using  BSS  spectrum  from 
 the  105.5º  W.  L.  orbital  location.  SES  AMERICOM  requests  that  the  Commission  find  it  in  the  public  interest  for  SES  AMERICOM  to 
 offer  satellite  capacity  for  third  party  direct-  to-  home  services  to  consumers  in  the  United  States  and  certain  British  Overseas 
 Territories  in  the  Caribbean.  SES  AMERICOM  will  offer  capacity  on  a  satellite  licensed  by  the  Government  of  Gibraltar.  SES  plans  to 
 use  the  12.2-  12.7  GHz  downlink  frequency  bands  and  the  17.3-  17.8  GHz  feeder  link  frequency  bands  that  have  been  allocated  and  are 
 currently  used  in  the  Region  2  (including  the  United  States)  for  direct  broadcast  satellite  service.  In  addition,  SES  AMERICOM 
 requested  a  waiver  of  the  rule  requiring  DBS  operators  to  provide  DBS  service  to  Alaska  and  Hawaii.

 Special  Temporary  Authority 


 PanAmSat  Licensee  Corp.  requests  Special  Temporary  Authority  to  conduct  C-  band  and  Ku-  band  in-  orbit  testing  of  its  Galaxy  III-  C 
 satellite  at  the  76.5°  W.  L.  orbital  location,  for  a  period  of  ninety  (90)  days  from  the  date  of  launch,  which  is  expected  to  be  in  the 
 second  quarter  of  2002.

 Special  Temporary  Authority 


 EchoStar  Satellite  Corporation  has  filed  a  Request  for  Special  Temporary  Authority  to  conduct  in-  orbit  testing  of  its  proposed 
 EchoStar  VIII  direct  broacast  satellite  service  satellite.  (See  File  No.  SAT-  LOA-  20020329-  00042)  EchoStar  is  seeking  authority  to 
 test  the  EchoStar  VIII  satellite  at  129°  W.  L.  for  a  period  of  eight  weeks.  The  129°  W.  L.  orbital  location  is  alloted  to  Canada  under  the 
 Region  2  Broadcasting  Satellite  Service  allotment  plan,  but  currently  is  unused.
