In that capacity she will oversee the Commission's interaction with other federal agencies, and tribal, state and local governments to promote an understanding of the Commission's decisions and pursue coordination in areas of overlapping jurisdiction. K. Dane Snowden, Chief of CGB, said, “Kris’s arrival completes the CGB management team. Her extensive experience in telecom issues, her management skills and background in governmental relations will be tremendous assets to the bureau.” She comes to CGB from the FCC’s Wireless Telecommunications Bureau where she had been Chief of the Policy Division. In that capacity, Monteith was responsible for a wide range of issues, including wireless Enhanced 911, CMRS numbering and local number portability, intercarrier compensation such as rate integration and reciprocal compensation for wireless carriers, wireless resale, CALEA, and various spectrum management proceedings. Before joining the Wireless Telecommunications Bureau, she served as Deputy Chief of the former Common Carrier Bureau’s Competitive Pricing Division, where she worked on local number portability cost recovery issues, among other pricing- related matters. Prior to that, she served as a Senior Attorney in the Common Carrier Bureau’s Network Services Division, working on various numbering issues and telecommunications services for individuals with hearing and speech disabilities. Monteith worked at the law firms of McDermott, Will & Emery and Keller and Heckman before joining the Commission in 1997. Her private practice experience focused on telecommunications and general litigation. She received her J. D. from George Washington University and her B.
